State and municipal planning ordinances and codes regulate how a property can be used or altered. One provision that may limit the approved land uses is termed “area of special concern.” In general, an area of special concern is a section of land containing protected wildlife and vegetation or is designated as a historic resource.
According to Jackson County’s planning ordinances, areas designated as Areas of Special Concern are highlighted on zoning maps with the label “ASC.” The use of ASC area is governed by the city’s general ordinances and special conditions outlined in Chapter 7 of the manual. As of October 2021, the county outlined thirteen ASC areas:
- Ashland Watershed
- Bear Creek Greenway
- Deer and Elk Habitat
- Bald/Golden Eagle, Osprey, Great Blue Heron Nesting Areas
- Jenny Creek Sucker Habitat
- Historic Resources
- Archaeological Sites
- Upper Rogue River Scenic Area
- Groundwater Problem Areas
- Scenic Resources
- Ecologically or Scientifically Significant Natural Areas
- Jackson County Sports Park Noise Overlay
- Yreka Watershed
For example, ASC 90-1 Deer and Elk Habitat includes all lands on which development can affect the survival of Black-tailed deer or Roosevelt elk herds within the county’s Comprehensive Plan. Map overlays outline the specific areas assigned this designation. The ordinance regulates land development details such as minimal parcel size, gating requirements, roads and driveways, the location of dwellings, and other development standards.
